Context
Under the overall supervision of Deputy Director (Digital Enablement and Engagement) and direct supervision of the Chief, Operations and Mission Engagement Solutions (OMES), the Information and Communications Technology (ICT) Officer (Product Management – Knowledge Management Systems) will be responsible and accountable to provide International Organization for Migration (IOM) with knowledge management systems and platforms that enable communications and strengthen evidence-based policy making. They will define and execute the end-to-end product strategy for Operations, Media and Communications including Artificial Intelligence (AI)-enabled Agents in the Knowledge Management (KM), collaboration and communications divisions, ensuring they integrate seamlessly into IOM’s knowledge management platform (POEM), internal and external communications platforms (external websites and intranet), reflect departmental knowledge, and deliver measurable value to operational, communications teams and users. The role will shape the vision, roadmap, and governance for knowledge management systems and platforms, and multi-agent AI systems within the Knowledge for Operations, and the Media and Communications portfolios.
The Information and Communications Technology (ICT) Officer (Product Management – Knowledge Management Systems) will define and articulate the AI strategy for the Knowledge for Operations, and the Media and Communications portfolios including how Agentic AI capabilities—retrieval-augmented agents, workflow copilots, document intelligence, and domain-specific expert agents—integrate with knowledge systems and business workflows. Work with business experts to embed domain knowledge, tacit knowledge, and policy nuance into AI system prompts, workflows, and reasoning chains. They will ensure AI products incorporate IOM safeguards, programme policies, and operational constraints into their cognitive workflows.
RESPONSIBILITIES
1. Own the product vision and roadmap for the knowledge, collaboration and AI capabilities, ensuring alignment with the organization’s priorities.
2. Translate complex knowledge and AI use cases into clear product features and prioritized backlogs, working with other Product Managers, architects, and delivery teams.
3. Define and validate high-value AI use cases within the two business divisions that improve how users discover, synthesize, and apply institutional knowledge in their daily work.
4. Partner with data, AI, and platform teams to ensure responsible AI practices, including transparency, explainability, and governance of AI-generated outputs. In collaboration with business owners, lead continuous user discovery and testing to ensure AI-powered features genuinely reduce time spent searching for knowledge and increase decision quality.
5. Lead product marketing for AI/Agentic AI solutions by defining clear value propositions, benefit narratives, user stories, and business-specific impact messaging; and develop communication assets that explain agent capabilities, limitations, and responsible use principles in ways that resonate with operational audiences.
6. Drive adoption and change management for AI features for POEM, intranet and external websites across Operations and Communications communities and networks by executing targeted adoption campaigns; overseeing readiness assessments, training materials, and user enablement plans; and ensuring users build trust, understanding, and confidence in AI-enabled workflows.
7. Oversee the development team to define requirements for model selection (frontier, open source), retrieval sources (institutional/ reputed external), prompt orchestration, and multi agent flows.
8. Oversee product team in safeguarding, designing, developing and maintaining relevant systems and modules according to the needs and requirements of partners and stakeholders.
9. Develop knowledge product health, utilization and operational impact KPIs that are measurable, actionable, and aligned with business goals and users’ objectives.
10. Ensure that software delivery processes, procedures, practices and tools are followed by the product and project teams in line with IOM Software Development Lifecycle (SDLC) and industry best practices, policies and frameworks.
11. Manage vendor engagements to support product delivery and compliance.
12. Manage and support the OMES portfolio, with an emphasis on Drupal hosting, SharePoint, and data collection solutions.
13. Provide strategic oversight for Power Platform governance, adoption, and support services.
14. Perform other such duties as may be assigned.
QUALIFICATIONS
Education
Master’s degree in Computer Science, Business Administration, Information Technology, AI, Product Design, Engineering or a related field from an accredited academic institution with five years of relevant professional experience; or,
University degree in the above fields with a minimum of seven years of relevant professional experience.
Professional training in Professional certification in Project Management such as PRINCE2, Project Management Professional (PMP), Professional Scrum Master (PSM), Product Management or Lean Six Sigma Certification is a distinct advantage.

Understanding of the technical aspects related to the product, including software development processes and limitations, and analysis of product data to make informed decisions and improvements;
Ability to foster positive work relationships and build alliances with key stakeholders;
Excellent written and verbal communication skills, excellent technical communication with peers and non-technical stakeholders;
Understanding of SDLC methodologies;
Excellent understanding of AI product fundamentals, including RAG architectures, LLM capabilities and limitations, data pipelines, and the lifecycle of AI features from experimentation to production;
Able to take personal ownership and accountability to meet deadlines and achieve agreed-upon results and has the personal organization to do so; and,
Proficiency in English. Knowledge of another UN language is an asset.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
