General Description
The Manager Operational Procurement & Data Management TAS-E is responsible for leading Operational Buyer (Tactical Buyers + Manufacturing Buyers) Teams and Master Data within his Country. She or he manages hierarchically the Operational Procurement Team, hierarchically reports to the JV Operational Procurement Director and Data Management and functionally to the Procurement Country Referent and/or COO depending on the topics. She or he is in charge of the transactional Procurement for all the Categories, including General Procurement with delegation of autority < 50 keuro and Purchase Requests with high level of Non Recurrence.
She or he provides supervisory direction, guidance and priorities to the staff under her/his responsibility and ensures they are able to meet or exceed internal customer's expected service levels.
She or he acts as a TAS-E GENEX ISIT Segment Referent fully responsible to Lead all tasks related to General Procurement Categories as part of TAS Segment A&F team working with TAS JV GENEX ISIT Director, JV Team Leader and JV Category Managers in order to properly apply TAS/Thales Strategy.
Mission Description Operational Procurement Manager:
- Contribute to the formulation of and responsible for the execution of TAS procurement strategy in TAS-E by managing her/his team and by coaching and influencing all supply chain actors and TAS-E stakeholders
- Implement Change Management by ensuring full interaction with TAS JV OP Organization in the frame of a new JV OP Model implementation
- Ensure succecssful new ERP (SAP for Space) implementation in TAS-E (transition phase to full deployment) without impacts on the operational proc service level
- Define and put in place initiatives and innovative solutions either to optimize resources and headcount in the Country and improve the operational efficiency
- Drive the professionalization of the OP team in her/his Country and develop team's tools, methods, capabilities and skills by ensuring synergy with JV OP teams
- Set objectives to the OP Teams in his/her Country taking into account TAS/Thales inputs
- Monitor and forecast his team WL and upcoming levels of demand
- Apply and enforce the TAS/Thales Code of Ethics throughout his/her OP Team
Operational local tasks:
- Review, approve and sign all the purchase orders placed by the team under his or her responsibility, including "excess/obsolete". Manage purchase order cancellations
- Ensure that her/his team's purchase orders are acknowledged and that Export Control documents are filled out by suppliers & attached to purchase orders
- Ensure that Tactical Buyer team keeps information systems up to date with latest information and optimal parameters, including support just-in-time or pulled flows deliveries when required
- Ensure that her/his or team's purchase orders are followed-up or expedited; Follow-up on resolution of shortages and late delivery problems relating to the products or services ordered by her/his team
- Ensure that her/his team resolves invoicing issues and strictly respects Cash Golden Rules
- Defend claims raised by her/his team with TAS-E management and suppliers
- Ensure his or her team's overall Order Book, Order Book reviews, Stock and Forecast management review processes function properly
- Ensure his/her OP team by using the LEAN Approach,ensure his/her team's overall performance meets expected service levels & key performance indicators
- Monitor Supplier's key performance indicators evolution and ensure it meets TAS objectives in close collaboration with SPM manager
- Actively attend the meetings to keep updated internal customer and the other functions in Procurement
- Coordinate with PROC/ISIT referent to improve/solve issues with operational procurement tools and apply best practices
Mission Description GENEX ISIT REferent
- Lead GENEX ISIT tasks related to all the Categories: Real Estate (Global Site maintenance, civil works, Canteen), Manguarding, Utilities, Industrial Equipments, Temp Labor, Travel, Logistic&Transports, SW&HW COTS, consultance, ISIT
- Directly responsible for:
=> supplier panel management (off track/in policy,TPIA,Low Carbon,Cybersecurity), RFQ, PO, negotiation, PVET, RV1, Contracts in the following perimeter: needs)
=> CAPEX PROC management
=> LVPOs efficiency
=> internal stakeholder change management
- Monitor and forecast OP and GENEX ISIT WL in TAS-E and upcoming levels of demand

Operational Buyers are the first point of contact between TAS and its suppliers.They are responsible and authorized to create, issue, manage and eventually close Purchase Orders on behalf of TAS using different elements coming from Category Buyers.They have end to end responsibility and ownership of each purchase order they place, including monitoring the timely deliveries of the products and services they order, expediting late deliveries, resolving invoicing errors, and maintaining accurate data and records in TAS's procurement information systems.
Segment GENEX ISIT Referent role In TAS-E is in charge of every need coming from Site Manager/OPS and Programs (very critical with specific new projects).
Level of knowledge
Bachelor's degree or Master's degree in Engineering, Business, Logistics, Economics. Minimum 10 years of relevant work experience, including 5 years of experience in supply chain management, category management, procurement and/or materials management and 5 years of experience in team hierarchical management. MCIPS (CIPS), CIPM, CSCP or SCOR-P certification (ASCM, ex- APICS) or other equivalent certification
