The Port Operations & Business Development Specialist - Noatum Maritime Cruise Services is responsible for is responsible for is responsible for spearheading the RFP process for cruise lines, ensuring market competitiveness and strategic alignment with industry expectations to capture every business opportunity. This role maintains full operational ownership of cruise port activities across all Noatum Maritime Service locations.
The Port Operations & Business Development Specialist ensures seamless coordination of port calls and provides high-level leadership and training for Port Agent teams (both internal and sub-agents) to guarantee operational profitability, service excellence, and strict compliance. Acting as a strategic liaison between shipowners, port authorities, and internal departments, the role drives digital transformation, operational efficiency, and continuous improvement in line with Noatum’s standards.
Key Responsibilities:

RFP & Strategic Tendering: Lead the end-to-end quotation process for Cruise Line contracts. This includes strategic procurement to ensure competitive offers that encompass the full service scope: port services, last-mile logistics, crew changes, medical services, and technical equipment.
- Port Call Governance: Oversee and manage complex port call requests between shipowners, regional teams, and Port Authorities to ensure seamless execution.
- Berthing & Asset Monitoring: Audit berthing allocations and pier availability; ensure real-time accuracy in client systems and proactive communication with shipowners.
- Multi-Port Operations Oversight: Maintain ultimate accountability for cruise operations across all ports, serving as the senior point of contact for shipowners and resolving high-level escalations.
- Standard Operating Procedures (SOPs): Design, update, and enforce Noatum’s operational protocols; deliver advanced technical training to Port Agents and sub-agents.
- Financial Integrity & PDAs: Oversee the preparation of annual and pre-arrival Proforma Disbursement Accounts (PDAs). Monitor prefunding status to protect company liquidity and approve final post-departure accounts.
- Regulatory & Fee Management: Maintain a master database of global port taxes and vessel certificates. Manage renewal cycles and discount applications to optimize client costs.
- Vendor & Procurement Oversight: Lead the procurement of high-value services (transfers, hotels, specialized logistics) and perform rigorous audits on sub-agent invoices for compliance and margin protection.
- Operational Readiness: Participate in a senior-level rotational watch duty (24/7/365) to ensure emergency responsiveness during peak cruise seasons.
- Quality Control: Analyze Ship Agent Evaluation Forms and implement corrective actions to maintain Noatum’s premium service reputation.
