As the Site Manager in conjunction with the newly formed United States Space Force (USSF), are responsible for tracking all man-made objects in orbit in Diego Garcia, British Indian Ocean Territory (BIOT). This mission is vital to keeping existing satellites safe and to provide critical information to organizations launching new satellites in the future. One of the assets USSF uses to accomplish this mission is the Ground-based Electro Optical Deep Space Surveillance (GEODSS) System.
You’ll respond to Government tasking to obtain metric observations of specific objects daily and help maintain the sensors, support equipment, and the facility that houses it at Detachment 2, Naval Support Facility in Diego Garcia, British Indian Ocean Territory (BIOT) and you will be responsible for the day-to-day operations and maintenance of a the GEODSS System.
This position is continget upon your ability to maintain/transfer your Secret Clearance and the ability to obtain a TS/SCI clearance.
In this role, you will:
- Manage and direct operations, maintenance and support activities providing 24x7 support for all mission functions at the site.
- Provide guidance and direction to staff personnel, subcontractors, and all site personnel in executing site operations and maintenance.
- Monitor daily site activities and performance to assure all contract requirements are achieved; ensure all required reports are completed and delivered on time.
- Assist in developing and administering policies and procedures regarding operations, maintenance, and personnel.
- Support Government conferences, meetings, and performance reviews; maintain open customer communications.
- Assure continuous, uninterrupted mission operations and maintenance during all Force Protection and Defense Conditions.
- Validate and implement training and development of site employees in conjunction with the GEODSS Training Coordinator to assure personnel maintain technical competence.
- Participate in System Requirements and Change Management boards.
You will also perform duties as alternate Information Systems Security Officer (ISSO):
- Perform computer security assessments and implement required countermeasures; implement and maintain a site mission system and network Cybersecurity program.
- Execute cybersecurity responsibilities protecting and defending information systems by ensuring the availability, integrity, confidentiality, authentication, and non-repudiation of data through the application of cybersecurity measures.
- Protect ISs, their operating system, peripherals (media and devices), applications, and the information it contains against loss, misuse, unauthorized access, or modification.
- Ensure all users and ISSOs receive COMPUSEC training.
- Provide information to update system Assessment and Authorization (A&A) packages.
- Review TEMPEST packages and provide documentation for TEMPEST package updates.
To be successful in this role, you will have:
- An Active DoD Secret Security clearance.
- A High school Dipolma 10 years of experience in management of complex technical operations and maintenance functions, personnel supervision and 24x7 operations.
- or Bachelors degree and 6 years of experience
- The ability to successfully take and pass a medical physical exam prior to travel to Diego Garcia.
- The ability to travel up to 10%.
Additional desired experience and skills:
- A Bachelors of Science in Information Technology, Cyber Security, Computer Science, or related discipline (desired).
- Must be DoD 8570 Compliant IAT Level II Certification (Security+ or better).
- PMI Institute Project Management Professional, ITIL Foundations and/or Lean Six Sigma certification desirable.
- ISC2 Certified Information Systems Security Professional (CISSP)
- Microsoft Windows OS
- Experience operating optical sensors is desirable.
- Knowledge of the space surveillance network and satellite catalog is desirable.
