Construction Project Manager
Main Responsibilities
We are seeking a seasoned Project Manager – Civil to lead the design and construction of the Valencia North Terminal civil engineering and building works. The successful candidate will serve as the Client’s Authorised Representative, ensuring that all project phases—from concept to commissioning—are executed in alignment with operational requirements, stakeholder expectations, and regulatory standards.
Key Responsibilities:
Manage the terminal civil engineering and building works design and construction process. Liaise with project stakeholders to establish design briefs for all elements of the terminal civil and building works and confirm compliance of the design with the operations design brief prepared by TiL Group. Act as the Client’s Authorised Representative in all civil and building works consultancy contracts.
Prepare high level programmes for the design and construction of the terminal civil and building works. Coordinate the programme with permitting key dates. Identify any long lead items that would benefit from advance supply contracts. Update the programmes as and when necessary.
Liaise with in-house equipment managers and external suppliers to obtain equipment design loadings and interface details with the terminal civil and building works, together with integration of supplier programmes. Prepare a coordinated master programme for the terminal project.
Liaise with in-house IT/OT managers and external suppliers for integration of IT/OT needs for the project, including all conduit runs and access points. Integrate this information into the terminal master programme.
Liaise with the Valencia Port Authority and the Municipality on all matters relating to the terminal civil and building works, including coordination and interfacing with the Valencia Port Authority quay works, and utility companies supply schedules.
Liaise with the relevant authorities in all matters relating to permits necessary for the terminal civil and building works. Provide regular updates to management on the permitting progress.
Undertake reviews and obtain stakeholder input of all drawings, specifications, and contract documents prepared by the appointed civil and building works consultants.
Provide regular reports on progress to TiL Group management with forward- looking assessments of any issues likely to affect project progress.
Agree civil and building works procurement plans with TiL Group management. Monitor all tender processes undertaken by the civil and building works consultant.
Review all consultant prepared cost plans and cost estimates before submission to management. Provide civil and building works input into project cash flow forecasts
Take the lead management role in all civil and building works tenders and make submissions to the Tender Committee for approval of tender lists and tender reports.
Act as the Employer’s Authorised Representative in all construction contracts.
Prepare monthly coordinated high level project manager progress reports for circulation to the various stakeholders in the project.
Attend and provide input to all progress and technical meetings with consultants and contractors, external and internal stakeholders, involved in the terminal civil and building works.
Provide monthly cost updates and forward-looking cash flow assessments with commentary on all civil and building works consultancy and construction contracts. Liaise with the Tender Committee for approval all significant change orders and contract variations.
Ensure that all record documents, operations manuals, and BIM files from all civil and building works contracts are prepared in an acceptable format and distributed to the relevant internal departments.
Arrange and monitor all commissioning required for the civil and building works contracts, including Taking Over inspections by the Employer/Client operational departments.
Minimum Qualifications/Experience/Skill:
Qualifications & Experience:
Education: Bachelor’s or Master’s degree in Civil Engineering.
Professional Registration: Must be a registered engineer in Spanish Colegio de Ingenieros de Caminos, Canales y Puertos.
Languages: Fluent in Spanish and English.
Experience: Minimum 15 years in civil engineering project management, ideally in port or terminal infrastructure.
Skills: Strong leadership, stakeholder engagement, programme coordination, and technical review capabilities.
